Treatment of cut and commitment are essential in the art of legislating, and the bill for health care reform now being debated in the Senate is no exception.

But on abortion, which has become perhaps the greatest threat to the review of 848 billion U.S. dollars from the health insurance system, middle ground is difficult to achieve.

That's not stopping Sen. Bob Casey Jr. to treat.

The Pennsylvania Democrat has become one of the two anti-abortion voices in the Democratic caucus in the Senate. The other, Senator Ben Nelson of Nebraska, has said he would vote against the abortion bill without language that imitates his cousin in the House of Representatives. A last minute push by the Conference of Catholic Bishops and a bloc of Democrats opposed to abortion safe house to prevent any language that receives a grant of government health insurance for the purchase of a plan that covers abortions.

Mr. Casey, however, repeatedly has said he will not draw a line in the sand of the issue, making him a follower of insurance law, regardless of the language of abortion.

"You have to weigh that against the emergency, or think the necessity of getting a bill passed, "Mr. Casey said.

It becomes more difficult to approve without a vote on Mr. Nelson, but an amendment inspired by the House bill – which was brutally denounced by abortion rights groups – have a hard time passing the Senate, where Democrats against abortion are rare.

So Mr. Casey has become a central figure in talk with Democratic leaders, the White House and others about how to navigate the potential deadlock.

"Senator Casey from the beginning has been one of the most constructive player in the debate on health care, said Jim Kessler of Third Way thinking progressive and a former staffer for Sen. Chuck Schumer, DN.Y.

"It's one of the few pro-democracy of life that can talk to all parties, and it puts him in a very unique position. Do not think it's just someone who provides coverage. I think you can find a language that not all sides will love, but it will support. "

Rick Santorum, a conservative and outspoken anti-abortion Catholic who overthrew Mr. Casey in 2006, said the search for a compromise on abortion is useless.

"Or are you going to fund abortions or will not fund abortions," said Mr. Santorum.

"There are plenty of places to compromise. This is a zero sum game. … No matter if Casey is behind him or not. What matters is whether the National Law Life or the Council of Catholic Bishops to put his stamp on it. "

Both groups oppose abortion stance in the current Senate bill as screaming as NARAL Pro-Choice America rejects the House amendment, drafted by Rep. Bart Stupak, D-Mich., Y co-sponsored by Rep. Kathy Dahlkemper, D-Erie.

The question is whether taxpayer funds abortions money, something not allowed by current federal law.

Bill Senate Majority Leader Harry Reid specifies no federal money go to abortions, but requires that at least one insurance plan in the secure exchange of health cover-ups of abortions and at least one offer no coverage.

The anti-abortion groups argue that this amounts to a copy of the public funding of abortions door, as participants in the exchange could use federal subsidies to buy coverage of abortion. Abortion rights groups argue that the prevention of any health insurance company in exchanges to provide abortion coverage severely restrict access to abortions, especially for poor women.

Mr. Casey said the current language, in his view, is still federal funding of abortion and would work with Mr. Nelson to change it.

The debate gets the first-term senator in an uncomfortable place. His father, former Pennsylvania Gov. Bob Casey, challenged Roe v. Wade Supreme Court and was cruelly denied the opportunity to speak at the convention 1992 Democratic because of his anti-abortion.

The mild-mannered son-de-emphasizes the issue and not adopt the bellicose language of interest groups, but his name alone gives it a higher profile.

"Just because [his father] reputation has much power in Washington, and I think you will get more of an ear … a young senator in Washington, might otherwise have on an issue like this, "said Christopher Borick, a political scientist and pollster at Muhlenberg College in Allentown.

Last week, Mr. Casey worked with Senator Barbara Mikulski, D-Md., After an amendment proposed on the expansion preventive care for women raised concerns it could cover abortions. Mr. Casey and Ms. Mikulski added language specifying clearly that the amendment does not apply to abortions.

"That was a case in which we can work together," said Mr. Casey. "I would recognize that it is rare, but it is attainable, even in Washington. "

It is still not his favorite topic.

On Friday, Mr. Casey spoke at a news conference to promote a plan to extend unemployment benefits. Then he was quickly surrounded by a group of reporters and peppered with questions abortion.

Mr. Casey repeated his positions well spent and their desire for a commitment, then left for his next appointment. As he came out, asked if he was sick of answering questions abortion every day.

"Part of being a legislator," he said.
